Zagreb: what actually goes wrong

Zagreb is one of the safest capitals in Europe and violent crime against visitors is genuinely rare. The risk here is the fine and the fake profile, in that order of surprise and reverse order of likelihood. Tkalčićeva late at night is loud rather than dangerous, and the areas around the bus and train stations are the only ones worth avoiding after dark.

The law where you are standing

Croatia treats sex work as a misdemeanour on both sides: offering it and buying it are both punishable by fine, and organising or profiting from it is a criminal offence with prison time. Reform has been discussed for years and has not arrived. Enforcement concentrates on visible, advertised and street activity, particularly along the coast in summer, and a client caught in a public setting is fined like anyone else.

Almost nothing here is exotic. The same four or five scripts run in every city in Europe, and the only reason they still work is that men who feel embarrassed do not compare notes.

Two adults in a private room is not, by itself, a police matter in most of Europe. Stay still, stay polite, do not run and do not volunteer a story. You are allowed to say you would prefer to speak with a lawyer. Do not sign a statement in a language you do not read.
